Minimal parser-safety fix in FPF-Spec.md (single-line change).
Problem: E.16 ToC row had an extra table delimiter inside cell content, which adds one extra column separator for that row.
Fix: replace the inner delimiter with punctuation so row schema stays consistent.
Scope: one file, one line, no scripts/docs changes.
